Not using local nameservers

When I create a new account. It asks whether or not to use the Registrar nameservers or the local ones. I uncheck the box so it should use the local ones. When I hit create it shows in the output that it used the registrar ones :\

Any idea?

WHM 11.1.0 cPanel 11.4.12-C14007

**found the answer, in tweak settings " When adding a new domain, if the domain is already registered, ignore the configured nameservers, and set the NS line to the authoritative (registered) ones."

This is a bug. squash it plz ;)
