I notice this process running fooorrrrevvvveeer when the cPanel does backups. So what's this? I would guess that this is the system wrapping up confiiguration files?

    Go on, have a guess
pkgacct is used by the cpbackup process. Presumably backing up a huge account. Or moving their account elsewhere. You should look in ps for the context in which it is being run.
