One site loads slow yet other websites and whm/cpanel load fine

I have WHM/Cpanel on my server.

I run a few websites all on different accounts.

I have one website that doesn't load well at all.. it is very very busy with hundreds of users. However on the other sites (which are on the same dedicated server/WHM) the pages load instantly with no lag or problems even with the same content as the site that doesn't work. As well the WHM/Cpanel loads instantly with no lag/slowness.

I have an 8 core 8gb ram server with a 1gbps connection from softlayer.

I assume there is some setting to not let websites eat all the server cpu/ram/network speed. I cannot find out what setting this is. This is not a problem where I need a stronger server, but instead one where I need to give a certain site unlimited resources. I intended for this dedicated server to give ALL the resources available to one site.

I am running

WHM 11.30.6 (build 6)
CENTOS 6.2 x86_64 xenpv

Me too in the past have this kind of problem. Some sites on the same server run very well, instead the site - link removed - loads very slow. Is it possible for the single domain configuration?
