opinion - new server

I'm considering to buy a new server. I have this 2 quotes:

2x Intel Xeon E5-2620 - 24 x 2.00 GHz
32 GB DDR3 ECC RAM
2x 512G SSD
Hardware RAID 1

quote2:
Dual Processor Quad Core Xeon 5620
32 GB DDR3 ECC RAM
2x 600SAS
Hardware RAID 1

In your opinion what is the best server to use for shared hosting with around 200 small websites with very low or medium traffic?

Another question: installing Cloudlinux is a good idea for this server?
