Optimizing Slow Server Question

Recently my server seems slower than usual despite being up to date and running PHP 7.1

I've looked over everything I would normally check and nothing seems out of sorts.

Is there a place where I could find a directory of safe, knowledgeable people I could hire to take a deeper look into things?
