outlook problem...pop3 only

I don't know what is happening but I'm having a sudden problem with Outlook 2003 connecting to POP3.

Task 'My Email - Receiving' reported error (0x800CCC0F) : 'The connection to the server was interrupted. If this problem continues, contact your server administrator or Internet service provider (ISP).'

I confirmed its not the ISP nor my Linksys router. I can send SMTP but not receive POP3.

    Steps in ssh:

    /scripts/exim4 --force
    /scripts/fixnamed
    /scripts/fixbuggynamed
    /scripts/fixcommonproblems
    /scripts/rebuildnamedconf

    root@server [/etc/init.d]# ./exim restart

I flushed my APF and iptables. I've even uninstalled Norton Antivirus and disabled Xp firewall temporarily, restarted computer / modem / router.

I cannot seem to find the issue on the server itself either.

    Anyone know?

Outlook: no contact to pop3 server

That error is when outlook can not talk to the pop3 server. So your outlook is not contacting the pop3 server of your isp.

have you trace routed to the ip of the mail host?
can you ping the mail server?
    can you ping by ip?
also you can always remove the account in outlook & add it again. That seems to work sometimes.

I tried deleting the profile and recreating, that didn't fix it.

As for tracerouting to the mail server, would that be the same IP as the server main shared IP?

The server itself is up of course. Currently my cpanel license is down (dc is looking at it) but I don't think that would affect it would it? I remember it happened before but didn't affect license but it is true that its a coincidence that both happened at the same time (only if I'm remembering correctly).

How would I ping the actual mail server? Please explain I'm not sure exactly what IP that would be specifically if not the main shared (which is up).

    telnet mail.domain.com 110

    Do you get a response?

    root@server [/var/log]# telnet mail.domain.com 110
    Trying xx.x1.40.28...
telnet: Unable to connect to remote host: Connection refused

I disabled telnet a long time ago and mail has always worked ever since until this morning

Sorry, I meant for that to be ran from the client machine having the problem.

but either way it looks like port 110 is not open which is the pop3 port.

    netstat -an |grep 110

I don't understand, I've had telnet disabled for security reasons for a long time (at least 4 months now). Why suddenly won't it work? This is the procedure I took to disable telnet in the beginning when I got my server

    pico -w /etc/xinetd.d/telnet
Note: (change disable = no to yes)
    Save and Exit
    /etc/init.d/xinetd restart

Telnet has nothing to do with the issue, telnet is just a tool and does not affect mail....

If you do `service exim restart` do you get any errors?

    service cpanel restart

    ps -ef |grep cppop

It is my understanding that when the cpanel license is down that cpop also does not work. I think that is the problem here.

Same Prob How Did you solve it?

I have all mail functions working, but I have the annoying spamd complaint in my logs mentioned here. You didn't mention how you got rid of it. Anyone know why I get this and how I get rid of it:

I guess I'm having the same problem too.. after cpanel-stable has changed to 11.x my pop3 and imap has failed to start. Any solution for this yet? not only outlook, I'm currently using thunderbird and I'm getting the connection refused error message.
