cPanel does not impose a limit on the size of email or email attachments. The only limits currently imposed are that of the users account (i.e. disk space available on their account) and if they have added a quota on their POP account.

I have same problem with shann here.

My client's quota on his user account still 100 MB and on pop he set for 5 MB per account, but still he can not send email over 2MB.

Anyone have answer for this ?

It's a php limit. Look in php.ini. It's usually in /usr/lib/php.ini, but it could be /usr/local/cpanel/3rdparty/etc/php.ini.
