Packages not assigning Dedicated IPs?

Hello everyone, hope you all are having a grand holiday season!

I came across a problem where I have two packages set to have a dedicated IP address assigned to it when it is created. I have 10 available IP address listed in WHM to be used as well. WHen one of these packages is created, it is created on the Shared IP address and it is not assigned a dedicated IP address.

Any clues as to what may cause this behaviour? I swear this worked like 5 months ago!
