Parked domains without email ability?

Is there a way to allow customers to park domains in cpanel but not allow them to also set up email accounts for those domains?

Such functionality is not built into cPanel/WHM. However, if you are an experienced programmer, you could use cPanel Custom Event Handlers to implement this functionality. Here's some documentation on how to create a cPanel Custom Event Handler:
