Passwd file gets wiped when adding/removing accounts

How about we fix this bug where the passwd file gets wiped out? It happens about 70% of the time I add or delete a user. Since 11.32 I've had to file so many support tickets, I'm seriously considering moving to a free panel or a competitor who has their stuff together. I can't keep dealing with this same issue for the entire year.
