What happens when you delete old user, set a new user and password for the htaccess via cPanel?

You might try renaming the hidden, .htaccess file in the public_html of your account to effectively kill it. For example naming it htaccess.txt

And then, re-add the password protection once again via cPanel to make sure it takes.
