Permission issues on uploaded images?

Good day.

I have created a custom footer with various images... and in the branding editor, it works. When I make a change I see it instantly.

However when I go into a user account, the footer text appears, but none of the images. When I attempt to look at the source and access the image directly, I get the following error:

Could not read file [x2014/x2014/footer.png] as uid 556

I've looked at the file permissions on the actual images and they are owned by cpanel/cpanel?

How can I get these images accessible to themes running on all accounts?
