PHP-FPM Load constantly increasing

Hello.

There are 15-20 sites available on the server, but the load value can be found between 30-40 rates.
The same sites were hosted on the Atom processor, there was no problem.
Intel i7-4790k processor load is constantly increasing.

How can I solve the problem?
