PHP Functions Disabled...But Not Really

    We have a mystery. Several functions in WHMCS and other apps aren't working. Troubleshooting identified the problem:

    fsockopen() has been disabled for security reasons

    However, this function is not disabled in our PHP settings! In WHM's advanced PHP configuration editor, that function is not part of the disabled list.

    But, in phpinfo, that function does show up in the list of disabled functions (along with fsockopen). We checked the php.ini file, and the function is not disabled there. (The list of disabled functions in php.ini exactly matches the list in the WHM PHP configuration interface, as expected.)

    What could be causing these functions to be disabled, even though they aren't disabled in our config? And how can we turn them back on?
