php.ini doesn't work

    Hi,
    I created a php.ini in public_html, but it doesn't work, I changed the name to local.ini and then .user.ini, it doesn't load again.
    My sistem is VPS; CentOS 7.xx, CPanel 58.0.20 and the website is running under PHP 5.6.
    I tried everything in PHP editor, it creates php.ini, but it doesn't work at all, I test it with phpinfo() and the software (Prestashop) itself.
    How can I make my php.ini work?
