php.ini reverts after changes

    I am trying to edit php.ini using ssh so I can change my file upload size from the default 2MB to more than that. I'm editing the proper php.ini file (i think) /usr/local/lib/php.ini . I'm on windows, using Putty to ssh into the server. What i'm doing is copying the php.ini file into a public_html directory, then editing it with Cpanel, and moving it back. Then I use WHM to restart httpd. Once I do that... the php.ini file reverts to defaults! How can I fix this?
