What besides post_max_size and upload_max_filesize would limit the size of uploads through a PHP script? post_max_size is set to 8 MB and upload_max_filesize is set to 20 MB, but I can't upload files over 2 MB.

Did you make changes to the CORRECT php.ini? If you have installed say ZEND, then the path to the php.ini would have changed.

Yes, I did edit the php.ini that Zend uses. I checked to be sure that the correct values are being used in a phpinfo page.

Did you remember to restart Apache?

PHP.INI changes don't take effect until you restart Apache

(Also, to make sure you edited the correct PHP.INI file, check phpinfo() )
