php wont load, ssl stops working, i restart apache and they load, but then they load

top shows I have enough ram and the load is below 2(dual processor) I have about 1200 very small accounts on that server.

Why would php pages stop loading and ssl stop working like that and then come back up once i restart apache? Are there settings in httpd.conf that I need to change? There are no unusual errors in the error_log

Got any tips?
