phpmyadmin and remote mysql server

    I have added a remote mysql server in whm, now phpmyadmin uses that for databases.

    Is there a way to get either phpmyadmin in WHM or for the user to allow using either localhost or remote mysql?

    I already tried adding the localhost settings to /usr/local/cpanel/base/3rdparty/phpMyAdmin/config.inc.php

    But when I select the localhost server, all I get is

    Wrong username/password. Access denied.

    The reason I want to do this is so my users can move their databases over to the remote server and edit their applications on their own.
