It is possible to give to my developer of my website direct access to phpMyAdmin without using the cPanel authentication .

There isn't. But, you could install a second installation of phpMyAdmin onto the account, password protect it of course and give them access to that.

another option is to add his static IP of his office internet connection to 'Remote MySQL' icon so he can access the database of your website directly from desktop based MySQL management program.
