From WHM: Main > SQL Services > phpMyAdmin

This will take you into phpMyAdmin without having to type a password, and you'll have access to every MySQL database on the server.

Since phpMyAdmin runs on port 2083 you'll need a cPanel login to access it.

Not the instance that cPanel/WHM uses. If you have FTP access, you could install phpMyAdmin to a directory then protect it with a .htaccess file and go that route.
