phpsuexec not working right

    Hello,
    we have compiled apache with
    php4.4.7 suexec and phpsuexec
    and folders are allowed to be set to 777
    and even though we we ran chown -R username:username public_html for all accounts
    the next time cpanel updates it wipes em out.


    and how can we set it so that when a new account is created its created as username:username rather than username:nobody

    and can we totally eliminate the ability for clients to set folder permissions to 777

    but be allowed to set to 444
