    Hello,
Not sure if I am in the right place, please point me if I am not.
Just rented a new server, had cPanel installed. Moved my site to the new server all looks swell and it loads great. I cannot access it unless I use the /~. I used the /~ when testing, the domain records have now been switched and pointed at the new address. I was hoping that would resolve the issue but it has not and I cannot figure out where to look at this point.

I do not understand your problem.
But check whether the option is active: the Apache mod_userdir Tweak
    If so turn it off.

Thank you for the rapid reply.

Sorry for the confusion I think faster than I type and should review it better!

I transferred my website to a new server. I tested it using the IP address followed by /~. IE xx.xx.xx.xx/~mysite/index.php
I had the IP address changed to point the hostname to my new IP address, this is now almost complete and when I ping www.mysite.com it resolves to the new IP address.

My problem is that the users trying to go to the new site are getting the default web page and not my site's page.

    Thanks again!

Edit: Sorry Enable mod_userdir Protection is not checked.
