strictly speaking 0.0.0.0 is the wildcard address (i.e. listening on all IP addresses), as opposed to localhost which is usually 127.0.01 :)

This wildcard address is not sounding good at all.

    Can we setup

the system to listen only on localhost?

If you don't want to listen on each IP address for named, then shut it down. If you only want to use it for local lookups, deny access to it in iptables. Same goes for FTP, if that's what you really want to do - seems an odd thing to do.
