PLS HELP!! permission 0 !

Dear Helpers

My important file get permission to be "0" , I can't read write execute. I can't chmod this file.
I'm using ftp access.

What can i do for this file?
Do I need root access?
HOW TO CHANGE PERMISSION TO BE DEFAULT(644)?

I've tried both file manager and ftp. It's not work. Anyway, I can change permission for other files.

But.. this file the hacker came to change my permission to be 000
and it's very important file

What shall I do?

I don't have root access. I've only cpanel and ftp access.
