I am hosting a development server via VM on my desktop. Sometimes the VM Ip changes. I signed up for no-ip.com and got a hostname for my changing IP and installed their software.

So in my case for instance my VM's hostname is now tudev.zapto.org

I want to make it so dev.website.com (my domain) points to tudev.zapto.org. I tried creating an A record and putting in this hostname into it (because it says IP or hostname) but cpanel keeps giving me a useless error.

How can i make dev.website.com point to this new hostname?

You need to use cname record. It should be created something like

    dev.website.com 14400 IN CNAME tudev.zapto.org.

When i tried to use a CNAME it kept changing my CNAME automatically to this:

    tudev.zapto.org.website.com

How can I make it stop doing this?

    Hello :)

Please use a period at the end of the record so it does not automatically append the domain name to it.

    Thank you.

In other words, your record should be

    dev.website.com 14400 IN CNAME tudev.zapto.org.

I've revised your prior post without the correct syntax to put the end . in it, pwhjenny.
