    Any idea what causes this?

Cpanel is closing the port after connecting, I used telnet here, but either way this should work.

    Trying 123.45.6.78
Connected to (cleaned for forum use)
    Escape character is \'^]\'.
connect: Connection refused (SOCK_DGRAM after trying SOCK_STREAM) at bin/cppop.pl line 91
    Connection closed by foreign host.

    /scripts/fixrelayd
..... That\'s your best bet here.

    Restarts syslog / restarts antirelayd.

    Good luck.

Changed cppop to just not care if it can\'t log to syslog, however it will put a message on the console about it.
