Pop3 connections failing

I'm getting a lot of errors from the last couple weeks on one of my servers. My clients keep getting time-outs when trying to download messages using outlook. This happen only on peek hours, however my server doesn't seems to be lacking resouces to handle those requests.

To fix it i restarted the pop3 service on whm, however 5 minutes later it'll stop again. I already tryed to increase the number of authentication processes, maximum POP3 Connections, tryed limiting connection per ip, but nothing works. What else can i do to improve it? Thanks!

update: When this problem happens, processes owned by pop3login start to stack up non stop.
