About two days ago all emails stopped working and outlook was giving the password popup box for everyone's account.

I was also unable to log into cpanel, other email accounts continued to work though.
I tried a few hours later and was able to log into cpanel and the accounts started working again.

During random times i cant login to cpanel and email accounts stop working. I used telnet and usernames are OK but when i type in the password i get ERR-authentication failed.
Its also strange that when i create an account in outlook at home sometimes it will register and work fine but if i try to create the same account at work it doesn't register at all?

Do you have a firewall or cphulk enabled on the server?

It maybe your firewall blocking the connections.

You would need WHM / root access for this.

It sounds like your work IP address might be blocked by the server. You will need to ask your host for help with this.
