    You should be able to accomplish this using a simple .htaccess redirect.
    ie. Redirect 301 /pei http://www.qux.com:3000

    Use cPanel Redirect option if you're unfamiliar with .htaccess and Redirects.

    Statically redirecting qux.com/pei to qux.com:3000 isn't what I want, since it
    needs to be proxied to a standard port.)

    Unless you want to bind "redmine" to port 80..
    I can't think of any other way to achieve what your client wants..

    Use mod_proxy in conjunction with a localhost redirect.

    This allows your customer to access http://example.com/pei but internally Apache will access the application via http://localhost:3000

    Please note that some applications don't work well with proxy redirects. I'm not familiar with red mine to know whether it does or does not.
