Possible to setup accounts without domain (email only) ?

Forgive me if this has been asked before - I've searched the forums up and down without finding an answer.

I'd like to setup a public "Hotmail" type service where everyone is forced to use a single domain for their email. Is this possible? It appears as though you are only allowed to create new accounts that have domains attached to them. People need to be able to sign up for this service, too - but I think that is more of a WHMCS question.

In this scenario you would create a cPanel account for the domain, then create the email accounts under that cPanel account.

I'm not sure if WHMCS offers that functionality. If not, we do offer many APIs so you can code such a solution yourself.
