Possible to switch off email sending, for accouts with non-active domains?

We recently had someone sign up for a hosting account, and then proceed to send tons of spam using their webmail and apparently also their email software (or a spam-script) using the server IP in place of as email server address.

I don't think they ever intended to register a domain for the account, clearly this was just a hit-and-run.

So, to prevent this kind of thing in the future, is is possible to switch off use of the server IP for sending email, or something to that effect?

Thanks for any ideas with this.
