Pre-Sale Questions

I have a few pre-sale questions (beyond just testing support).

While many host does offer cPanel WHM, I'm looking to buying it out right directly from cPanel. I'd be looking to purchase the VSP version for my own needs (I am ofter all using a VPS).

My question is are the licenses transferable... ie... If I was to switch providers or change the IP address, can I do this or am I stuck once I buy in?

Because VPS management needs lots of technical knowledge I think.
