Problem accessing site and accounts

Hello,
I have problem with WHM (VPS Optimized 3).
After creating new account for site I can't access it.
On another WHM setup I could access it as
http://ip.adress/~username
Here I can't do that.

Also CPanel is not accessable at
http://ip.adress/cpanel

It tries to connect to vps.mydomain.com which does not exist.
Domain is not pointing to new server.
We can't link domain until we make new setup work.

WHM > Security Center > Apache mod_userdir Tweak

Apache's mod_userdir allows users to view their sites by entering a tilde(~) and their username as the uri on a specific host. For example http://test.cpanel.net/~fred/ will bring up the user fred's domain. The disadvantage of this feature is that any bandwidth usage used by this site will be put on the domain it is accessed under (in this case test.cpanel.net). mod_userdir protection prevents this from happening. You may however want to disable it on specific virtual hosts (generally shared ssl hosts.)

You can connect to Web Host Manager directly through the port. EX:

IP:2087
Then, in "WHM >> Server Configuration >> Tweak Settings", under the "Redirection" tab, you can ensure the redirection is set to "Original Domain Name" until your hostname resolves the to server.
