Problem : Default php.ini file path doesn't change

I am on a shared hosting (Linux with CPanel) in Godaddy. On 18th September, I noticed a strange problem in my website. The server's default php.ini file loads even if I have a php.ini file in my public_html folder. I even did a full reset to my hosting multiple times (atleast 2-3 times) to ensure there was no file conflicts and tested with only the php.ini file in my public_html folder and a phpinfo file but still same result. The problem still exists till date. Any ideas?

Did try to contact them twice over phone. They keep disconnecting my call for some unknown reason and their chat support just cover the basics and ask me to contact tech support over phone.
I heard people said that GoDaddy bad support reviews.

But GoDaddy hosting and Dedicated/VPS is good, But it is pretty expensive as well.

I would you recommend from NameCheap very fast to help support. Live Chat is 24 hours for open. If you don't have a PayPal. I can look for host best review support more payment.
