Problem on new folder and account creation

Hi people.
I have onde problem on my dedicated server.
All new folder and account created on this server, show the 403 error page.

The folder are created using de FTP and accounts the WHM

On new accounts created losing some folders, and on FTP only show this folders:
mail
public_ftp
public_html
www
.contact_email

I executed alredy some scripts of cpanel, and not solved.
upcp --force, fixeverything, enablefileprotect, fixhome, fixwwwdir, fixquotas, easyapache

Please help-me...

You need to place your webpages and folders under the public_html folder.

if you have messed it up then try to trminate this account and create again. Please not that these folders are created automatically when you create a new account it doesnt need to create.
