Got a reply from cpanel support: not helpful enough but said...

    root@server [~]# locate -u
    root@server [~]# ls /usr/X11R6/include
    ./ ../
    root@server [~]# locate /inc |grep -i x11
    root@server [~]# ls /usr/X11R6/include
    ./ ../
    root@server [~]# locate xpm.h
    root@server [~]#

You will need to use yum (or whatever other means Fedora has) to update your X11 incudes to have all the thigns it needs to run:

    configure: error: xpm.h not found.

Confiure fails here so there if no configure file for make.

make: *** No rule to make target `clean'. Stop.
make: *** No targets specified and no makefile found. Stop.
make: *** No rule to make target `install'. Stop.

Since there is no configure file for make it fails and GD is not compiled into PHP.

Once that configure command can be done without error, make will work and GD will be compiled into PHP.

I am not sure what exactly to do here. I am not too technical with Fedora so can someone please help me here?

Hire a system admin to setup and maintain your system.

Your posts of late are simple issues that do not need our help to resolve

If you are going to try and maintain a production linux box you need to learn how to fix these simple issues yourself
