Problem With Cryllic Characters

    I am having problems displaying Cryllic characters from a database. While these characters work just fine in phpMyAdmin, it does not display on the site. Executing the query "SET CHARACTER SET cp1251_koi8" fixes this problem, but is there some way to automatically do this for people that have cryllic characters? They have the table's collation set to the proper charset. Basically, for my clients, it is too much of a pain for them all to have to execute this query everytime.
