Problem with Quota with a new server

Hi

I installed a new server with Centos and installed Cpanel. After I created an account, I realized that all customers have unlimited quota and 0MB used. I used then the fixquota script and get the following message:

Installing Default Quota Databases...../aquota.user..../quota.user..../backup/aquota.user..../backup/quota.user..../boot/aquota.user..../boot/quota.user..../tmp/aquota.user..../tmp/quota.user.....Done
Quotas are now on
Updating Quota Files......
quotacheck: Can't find filesystem to check or filesystem not mounted with quota option.

How can I see if a filesystem is mounted with quote support?

why would cause the change? almost every week i need to reedit mtab/fstab and rerun fixquotas,
