Problem With Suspending an Account

Hello
I have a problem with suspend and unsuspend an account in WHM.
when an account suspend manually or automatically throught WHMCS, i can't unsuspend it !!
when i unsuspend it, i get this message "The user '....' is not suspended (password is not locked).
If this account is partially suspended, suspend the account
to make the account fully suspended before unsuspending." also account show suspend page and i can't login in cpanel.

please help me that how resolve this problem.

WHMCS is not a cPanel product. If it's not operating as it should you might want to try the WHMCS forums for assistance.

This is not a WHMCS issue. I have tried to use cPanel to unsuspend an account and suspend it to try and get the account unsuspended but no matter what I try the domain still says suspended.
