    Hello,

I have installed the mod_security rules in the cpanel server. What I noted is that the RBL rule also blocked the websites access to the IPs which are blacklisted in the RBL specified. I believe it should only block the SMTP access and not the website access for those IPs which are blacklisted. Is it some kind of bug or it works that way? Also, can I know if there is any workaround for it?

Modsecurity has nothing to do with the mail service. The RBL feature in Exim will block ips from the mail service.

The RBL in modsecurity is to block it from accessing http. The theory is that if the ip was spamming it probably is doing other malicious activity.

Most people turn this off because it blocks too many innocent people.
