Somehow I find this in the cpu usage and it keeps apache from running. What is it and how do I keep it from happening again?

That should pretty much tell you what it is.. looks like someone is using your server to access IRC, or to spoof there name for some other reason ( maybe hacking? ) I would get on top of this asap, and suspend or remove the offending client.. make sure to check for crons that restart the processes, etc.
