question about max_execution_time php.ini directive

I received a message from a customer asking about raising the PHP Time Limit
(he attached the picture I am including), so I would like to be sure that the max_execution_time setting
is the one to raise in PHP.ini.

Hey there! If you wanted to raise that globally, you could do that through WHM >> MultiPHP INI Editor. If you only want to change it for that specific user, you can use the MultiPHP INI Editor tool at the cPanel level.
