I found this log file: /usr/local/apache/logs/error_log used around 200MB space. Could i delete/clear this file?

/usr/local/apache/logs/error_log is log file related to errors accessing the website. Do not delete it .If you delete it then youwill not receive any log

you can empty the file using . go to /usr/local/apache/logs/

echo > error_log

That's why I said apache would have to be restarted.

you can empty the file using . go to /usr/local/apache/logs/

echo > error_log
It can be emptied this way too.
