queuing mailbox limit exceeded emails

    I have "Discard emails for users who have exceeded their quota instead of keeping them in the queue." checked but my mail queue is still filling up with "mailbox is full: retry timeout exceeded" emails.

    I have this option set on 2 other servers and it works. It is just this new server that doesnt discard the emails. Is there a setting that is overriding the WHM setting somewhere?
