randhtml.cgi not working

We are having trouble with the randhtml.cgi script on our cpanel servers. When the following is included in a page that is in the root directory it works fine:

&!--#exec cmd=&cgi-bin/randhtml.cgi&--&

Although when you put that page in a directory above the root directory it does not work. The error in suexec_log is:

error: cannot stat program: (cgi-bin/randhtml.cgi)

Anybody have any ideas?
