reactivating cpanel without running /usr/local/cpanel/cpkeyclt

cPanel Access Level
Root Administrator
I have disabled ssh access on my server. so I can't run /usr/local/cpanel/cpkeyclt after renewing my license.
cPanel says: This server is currently not licensed...

what to do?
