This solution worked for me, I recommend it, but I am not responsible for any problems you may have as a result of the fix.

The problem has nothing to do with cpanel as I see it, it has to do with cpanel themes file referencing and calling. Before any upgrade things seem to work fine, upgrade cpanel and you may (or may not) have this problem.
Reading all posts, as I had a problem when "read mail" link returns an error saying the webmailform.html not found, well of course it can't be found, it is an x theme file, not a default theme file. Now if you have the same problem as I had read on!

I went and downloaded the file webmailform.html from /usr/local/cpanel/base/frontend/x/mail/ and uploaded it to /usr/local/cpanel/base/frontend/default/mail/.

If you are the host, as I am it can be done in 2 mins, if you are not, email your host about this temporary fix. That file can't hurt it, as the read mail link will look for it, if it's found it'll give you the login box to input password to read mail.

There were suggestions of changing to other themes, but many webmasters are used to that theme, and some may find their bookmak changed from http://...../frontend/default/index.html to something else such as http://...../frontend/x/index.html and that will produce them an error unless they are told of the new bookmark.

It is confusing as the link for "read mail" of the main default address calls webmaillogin.html and any other customers links will call webmailform.html
