Read Only FTP User on Shared Server

Is it possible to change the user account of a FTP user to Read Only when the hosting is on a shared server? All is hosted on GoDaddy servers.

End goal is to have 1 user Read Only and 1 User Full Access on the same folder.

Hey there! There is not a way to create a read-only FTP user in cPanel. This sounds like a great idea for a feature if you'd like to submit that using the link in my signature!
