   I've manually killed the process multiple times, but it comes back. I was told it was a cpanel/whm issue. how do I fix it?

   Try to install the latest perl manually and then run upcp, it may solve the issue:
   
   wget http://layer1.cpanel.net/perl587installer.tar.gz
   tar zxvf perl587installer.tar.gz
   cd perl587installer
   ./install
   /scripts/upcp
